Marham Drive - Parking

Created by SSTAR

I am getting fed up with the cars which keep parking on the entrance to Marham Drive. This morning there were 4 cars parked there, one being a white Mini which was completely obstructing the view.

It’s getting beyond a joke, no thought for other road users or pedestrians using the footpath. The double yellow lines should have been continued around into Marham Drive. Who can we contact to get this sorted out before an accident happens?

I agree 100%. I have been involved in several close calls as I try and creep in and out of Marham Drive. The parking in this area is surely causing an obstruction and is dangerous. Maybe if we can’t contact anybody to get lines etc sorted, it should become a police matter?

I don’t know who we can contact? police maybe?

All of those cars you see parked there are from Thatcham Avenue. One particular household owns those Mini’s you refer to, including the Vauxhalls - I have counted 4 cars for that house, possibly 5. If you check back on pervious Marham Drive posts you will be able to work out the house number.

Last Friday was almost impossible to pass as the red Vauxhall, parked on the left was virtually blocking the entrance. These people have been approached, but they could not care less.

A few weeks back I almost had a head on smash as I tried to exit. The cars were parked there, blocking the view and another car came too quick around the corner - almost hitting me.

I did however notice in the evening that somebody had put a sticker on the driver side window complaining about the parking!

Highway Code - Relevant points from section 243:
DO NOT stop or park anywhere you would prevent access for Emergency Services.
Opposite or within 10 metres (32 feet) of a junction, except in an authorised parking space.
Where the kerb has been lowered to help wheelchair users and powered mobility vehicles.
In front of an entrance to a property.
    On a bend.
    …and section 244:
You MUST NOT park partially or wholly on the pavement in London, and should not do so elsewhere unless signs permit it. Parking on the pavement can obstruct and seriously inconvenience pedestrians, people in wheelchairs or with visual impairments and people with prams or pushchairs.
    Law GL(GP)A sect 15

    alzzi,

That’s the highway code from a legal point of view, but as Potato Pete says: ‘These people have been approached, but they could not care less’. As it’s private land, I believe as it’s still not been adopted by Glos’ Highways or Glos’ Council probably nowt doing eg: can’t do much from a legal point of view. ‘Though I could be wrong, there’s probably more informed people out there on these matters, who read this.

  5. bgidley Says:

I believe the highway code applies to any highway - which includes private roads. In theory the police can act - they may be reluctant to get involved however.

  6. lja Says:

Highway = Hedgerow to Hedgerow, including pavements.
Even though it is still classed as private land, the law states that if the owner opens the land to the public, normal penalties can be imposed by the Police.
The same applies for supermarket car parks etc, otherwise we could drive however we liked within these areas.

Although I do not live near the area involved, my advice would be to contact Glos South Police station and ask them to have a word, reminding the perpetrator of the rules of the road that they would’ve learned when they passed their test.
Might be worthwhile doing a couple of vehicle checks while they’re at it.
If they then continue to park in a dangerous manner, ticket them; they cannot say they haven’t been warned.

7 years this has been going on all across the estate, time for proper action before someone is seriously injured.
Andrew Smith @ QUVL - are you listening? (Stupid question)!

  7. SSTAR Says:

Well I phoned Gloucestershire County Council, spoke to a very helpful gentleman who told me this would come under Quedgeley Urban Village, he gave me a name and contact number, I phoned him on Wednesday, still no returned call!

  8. bgidley Says:

I may be wrong but QUVL are unlikely to deal with it as it’s not their land it belongs to whichever builder built that bit!

You could try the police on 101 or callcentre @ gloucestershire.police.uk. They have a general power to handle obstructions on highways. They may not consider it a priority but no harm reporting it, if enough people do they may take action.

  9. Clive Says:

I agree with bgidley, I think that piece of land will belong to the respective developer. AFAIK - so far as roads are concerned, QUVL is only responsible for Woodvale, Thatcham and the Naas Lane link road (can’t remember the name)!
However, they may want to get involved since it’s the Thatcham Avenue restrictions that have exacerbated the problem and as it’s a matter of (road) safety.

Having said that, the Police are still your best bet… This is an excerpt from the last Kingsway RA public meeting:

PC Sam Jones, and PCSO Tracy Garcia-Cote discussed parking within the village. It was stated that although the local authority was now responsible for enforcing parking restrictions, the Police can address parking if causing an obstruction…

(The minutes are here… and the excerpt is from Page 1 Para’ 3).

I was given this information from Gloucester County Council, surely they should know! I will do as suggested by contacting the police as this cannot go on. It’s so frustrating that no one takes responsibility, people are not interested! Thank you for your comments and advice.

On 18/11 Claudia posted an enquiry about advertising her Holistic Massage Therapy business in Marham Drive (this post).
This prompted a response from Den about the subject of parking on Marham Drive.
The ensuing conversation (8 comments) don’t relate to advertising so I have moved them here (following this comment).

  12. Den Says:

Hello Claudia if you are running your business from your home, are you not causing more parking problems in Marham Drive, it’s bad enough with the residents but if your clients are parking to visit you, they will be taking spaces up, which will make matters even worse than they are at present.

  13. Claudia Says:

    Hi Den
I am not the one who is causing the mess in Marham Drive. The business is not a full time one and I don’t get 10 people at the same time. I have posted here to ask for some help and not to be accused. Thank you
There are resident from Thatcham Avenue who park in Marham Drive.
So let all home business close!?

  14. Den Says:

Hello Claudia, you may not have 10 clients at a time, but running a business from your home, where you have people attending at your house, inevitably people will use their cars, and take up the spaces. I have made my point.

  15. Claudia Says:

Yes you made your point and it is inappropriate and wrong! I work and pay taxes!
Why don’t you tell all the people in Kingsway that run their business at home your point and let them close so you are happy.
    Thank you

  16. Den Says:

Hello Claudia, just saying businesses run from homes where you invite people into your homes, causes issues around parking.

  17. Claudia Says:

My visitors will quite often park on my own drive, which is mine, thus not blocking any one else. I too feel the pain of parking around here - it’s a nightmare - so I know where you’re coming from, but your comments are unfair and you’re venting your anger in the wrong direction. I bought this driveway and I contribute to the cost of these roads. If I’m not able to have 2 customers park by my house per week, for one hour each, then there is something greatly wrong. Do you ever have friends or relative visit, maybe on the weekend? Is it not possible that they too may stay for an hour, or maybe even two?
Would you care to suggest one constructive option for me, which could ease your concerns?

  18. Den Says:

Hi Claudia, this is not aimed at you but in general. This is a residential area not a business park. I have never taken up a parking space, I have enough parking space, guess I’m lucky. Even if more parking was provided around Kingsway, like we all know, people will want to park near to where they live, and also for security reasons want to ensure their car is safe. There just isn’t enough spaces provided and everyone suffers from this.

  19. Claudia Says:

I agree. It’s just the modern way of developing houses and associated parking, in an age when the level of cars is multiplying. From my angle, I’m relatively new to running my own business and it’s tough enough trying to find clients. I look forward to times when my client-base expands a little and I will be more than pleased to open-up-shop in a local business park - just not yet.
