Parking and Speeding
Created by ADJMorning Clive
May I say first of all what a grand job you are doing. I have just moved to Woodvale and have been trying to establish who to contact re issues of concern.
It does seem as if the developers have knocked the houses up, taken the money and done a runner, but that is my first impression.
I have concerns re the parking and speeding issues on Woodvale.
I was led to believe when we purchased some 6 weeks ago that there was no parking along Woodvale; the signs indeed indicate this. Can you enlighten me on how this is enforced please?
A couple of cars have recently started parking in front of my house. This is not only frustrating but it is going to cause a very serious accident.
I live opposite the first entrance into Chivenor Way and I noticed just last night, a moped overtaking the cars that were parked outside my house and then staying on the wrong side of the road around the little island. A car came out of the second Chivenor Way road and nearly collided with it!
I am a local magistrate and like to see the law upheld.
I will pursue the parking issues but wondered if you had any information regarding the proposals for double-yellow lines along the rest of Woodvale from the roundabout to the end of Woodvale, and also are there any plans to open up the road to Copeland Park?
Keep up the good work.

Hi ADJ,
Thanks for joining in and thank you for the kind words
(I’ve converted your comment to an article… I hope you don’t mind).
As far as I know, the plan is to restrict parking along the whole of Woodvale.
As the roads are not yet “adopted” by the Council (in fact that’s some way away right now), parking restrictions are currently being enforced by a private company – CPS Enforcement Ltd – employed by the QUVL (Developers consortium); their existing method of dealing with infractions is clamping, and the release fee is £150.
They tend to visit on a fairly sporadic basis and to focus their efforts on one or two roads at a time. If you want them to pay attention to a specific area, I believe your best approach is to contact the QUVL (details available on our developers page).
I know the exact spot you’re talking about (I use that turning into Chivenor Way to get to my car park) and I agree, cars parked right there do cause a danger, particularly because the residents at that end of Chivenor park just inside the turn. So folks who use it regularly tend to cut the corner and – with cars parked there too – it’s only a matter of time before somebody gets into trouble).
With regard to dangerous/irresponsible moped riders… it seems to be a fast-growing trend in the area (and much of the County as far as I can tell) and we’ve certainly had more than our fair share of them in Kingsway (as a quick look through our Kingsway Roads category reveals).
I’ve also added a Community Police Report Form to the website, allowing users to submit (confidential) reports of local incidents and problems, which is (primarily) used to allocate local Community Pollice resources for the near future… In the case of the “moped menaces” it has already been used to help to identify those concerned (see linked post for more details).
I’m not 100% certain about the plans for the “Copeland Park Link”, (plans keep changing and the original Developers website no longer gives access to them) but I’m fairly sure that there are no plans to open it up.
It’s good to hear we have another local magistrate in the area… (I’m sure Baz_k will be pleased).
Welcome to Kingsway ADJ

My understanding is the link into Copeland Park is going to be a bus route and was part of the original planning. I got this from planning enforcement when I lived in Streamside (other side of the fence) as I was going to purchase the house right next to it. This was due to open at the end of 2008 but is being held up by Bovis, using it as a site compound. Now they have been halted it’s another thing ’round here that will not get completed anytime soon. The other problem is the roads are at to seperate heights.
On the yellow lines, have they been painted out! Andy Hunter did agree to paint some out along there.
Perhaps Mr Jewel if anyone can ever get hold of him, can advise.
I have been trying to get the line painted back (as the road sweeper took them off) for months, but it falls on deaf ears and is now with my legal rep’ to try nd get it sorted.
There are legal disputes on some of the roads here as the sales people failed to mention them!

Hi Thatcham,
Thanks for the info’
I don’t know about the lines there (never noticed – there’s usually someone parked there – lol)… On Thatcham Avenue the lines are a right mess! Some were painted out but the black paint wore off and now cars get clamped for parking there
In other spots the yellow lines are so worn you can hardly see them… but still get clamped for parking there!
It’s not good by any standards and it’s disgraceful that they (the QUVL) can be so irresponsible (not to mention unresponsive) and get away with it

Apolgies for raising a sore subject again but I noticed that two weeks ago the refuse collectors could not access Halton Way at all in the morning due to inconsiderate parking on pavements at both entrances to Halton Way. This means they could not access Halton Way, Shawbury Avenue, Digby Green or Leeming Walk.
Unfortunately for them (especially on a Friday) they had to divert and come later in the day when the cars had moved.
My point being that there are approx. 300+ properties in this area. At an average of 4 people per property thats 1400+ people.
Due to the width available if a refuse truck cannot fit down these streets with people parking half on/half off pavements, how on earth will a fire appliance fit down? They are roughly the same width give or take a couple of cm.
What is it going to take for people to park considerately? A (hope not!) fatal fire? A house gutted by fire due to the time it takes for an appliance to reach the building?
Use your parking space, walk the distance it takes to park a few yards further down the road or clear out the junk from the garage that you purchased with your house and start using that!!
I really hope a local councillor knocks on my door this coming election. I will personally show him round view the local idiots taking their own and other lives in their hands. But you’ll see, they will knock on the door at 14:00 in the afternoon when everyone is at work and can’t see for themselves the problem.
Justified rant over, can someone finally clarify if commercial vehicles can or cannot park on the estate and if there should not be any vehicles parked on block paved areas? As these are the main areas for concern.

Sorry, maths wrong 1200+ people.

Hi Lja
The parking issue is a huge issue and the planning of it has been woefully inadequate. While I agree, if you have a parking space, you should use it and you should not park to block access (Ie, show some consideration) there is also the fact that this is supposed to be a commuter village and the builders in phases 1 and 2 have not done anything to assist that. ( things have changed in phase 3/4)
to specifically look at your points of concern, yes commercial vehicles can park, but if they do so irresponsibly, tell them, ask to see their foreman, or email me and tell me and I will complain on your behalf.
Parking on the blocked paved areas, I’m not exactly sure on the legal status, and i will find out. I do think people are allowed though.
Finally, I do hope I will be knocking on your door as I’m a prospective councillor, however I’m more than willing to come round when it suits you, or if you want to chat in more detail about it. Its issues like this that has persuaded me to stand because unless you have actually lived it, then its hard to see when you come round once in a blue moon.
Please drop me an email and I can pop round one evening, I’m just round the corner..
