RA Meeting – 20/08/’10

The Kingsway Residents Association Public Meeting was attended by around 40 people and chaired by Barry Kirby (RA Chairman).

The official minutes will be added to the site (on the RA Home Page) as soon as possible (Note 07/09/’10: Meeting Minutes – 20/08/’10 now added); meanwhile these are my notes:

Apologies were received from Andy Smith (QUVL) who was away on holiday.

Barry gave details of a proposal to reduce accidents on the A38 junction with Kingsway by adding speed cameras and a imposing a 40MPH speed limit on the A38 itself, 300 yards either side of the junction.

Re: The Woodvale Blockades: The QUVL had previously proposed removing the earthworks and adding gates to be opened when the A38 is blocked but have now decided to pursue early adoption by The Council (following adoption they could opened permanently).

Barry circulated the proposed Residents Association Constitution (now adopted and available here) and we discussed the forthcoming Residents Association Committee Elections (November ’10); all residents are encouraged to consider volunteering for a post. I don’t have an electronic copy of the document available right now but will add it to the RA Home Page shortly.

Our guest speaker this month was Cllr Fred Wood.
Cllr Wood started with a potted personal history outlining his extensive military career, his connections with Gloucester and Quedgeley and his interest in Kingsway Village.

Cllr Wood touched on the subject of Adoption, stating that all concerned parties are pursuing adoption ASAP.
Regarding problems in the park(s), the complaints procedure is via the QUVL, and Cllr Wood recommends that you should also approach the City Council and should let him know too; he will pursue on your behalf.

On the topic of Amenities Cllr Wood said that construction is (once again) scheduled to commence in September this year and is expected to take 12 months. Tesco Express will be opening a shop and there will be several other shops and – of course – the Pub’.

Cllr Wood also raised the subject of Behaviour of Local Constructors, stating that the Council have (successfully) prosecuted one company and are using that example to “encourage” others to obey the rules.
He also mentioned a “HereToHelp Website” but I am unable to find any such website related to local issues (I probably made an error in my notes) :roll:

On the subject of ASB Cllr Woods mentioned that Glos’ City Homes are commencing a local anti-ASB initiative nicknamed Project Solace and that Kingsway will be one of the first areas to benefit from the initiative.
Kingsway has an ASB taskforce which began it’s activities today – 20/08 (hence the large Police presence on Woodvale this evening), will involve Police and Social Housing Agencies (plus other “Key Players”) and will include a “Have Your Say” event to gather information and distribute help and advice to local residents on September 11th… (See linked post for details).

    The meeting was very helpful from the information provided by our area elected Councillor; Fred Wood. I found his invite to the meeting very positive, and future meetings should have our elected councillors in attendence in order for us as residents to equally gain their attention towards issues being raised, and their ability to report back to the council itself or other agencies in a more direct fashion from their formal position which could provide a more prompt response/action towards those issues raised.

    Cllr: Wood, provided us with direction in addressing ASB, and I have found that direction very positive indeed. The Kingsway area is looking more disirable, and the ASB concerns are now receiving the attention needed in order to make things more comfortable for everyone. We now need to have access to those developers in order to address their continued poor behaviour so we can remove the last weak link in the chain so the area can be even more positive for everyone.

    We must stay together as a community and challenge those who create the difficulties for us, and not get frustrated with each other instead, this just allows those who have caused the difficulties to sit back and continue enjoying how we battle with each other, and not with them!

    The issue’s with road conditions, poor parking arrangements, double yellow lines in certain areas and not others, developers ignoring the regulations or providing homes that are poorly constructed & very limited or poor access routes are all because of very poor management of the development by QUVL and the developers that are linked directly with them. The contact ability for QUVL, moreover their Email Address supplied for registering residents questions/concerns is as helpful as a chocolate tea-pot! After 10 weeks, and eighteen emails later, no acknowledgement, and no response of any kind.

    The best direction for our concerns which need to be raised is with the Gloucester City Council’s very own Email Address… heretohelp@gloucester.gov.uk or Cllr: Fred Wood himself too as he will listen and discuss these matters with you personally. Register everything with them, they record everything, they respond very quickly, and they make sure the issues raised are passed on to the correct person(s) who are expected to respond & address those issues!

    I found it very frustrating that yet again the Developers themselves have hidden away from attending meetings from requests made. The last meeting’s discussions involved their invitation to this current meeting. Clearly, this provides us as residents an image of total disregard towards the issues we raise, the frustration endured from their silence, and the complete ignorance of their interest toward maintaining any form of support or aftercare for those who purchase their properties or endure their ongoing behaviour on-site.

    The developers want our money but don’t want to confront us once we discover just what kind of properties we have purchased or how they continue to behave on-site which causes considerable frustration, disturbance or restriction to us all!

    I would like to end on a positive note… Clive – your website is extremely helpful, and provides a much needed tool for us all as residents to voice all areas of information which we need to vent in order to discover from each other just how we can obtain access to the right people, departments or in our battle toward obtaining a response and actions of those within QUVL!

    I see your thinking completely, and no I don’t mind at all… was searching for this one beyond the others. Thank you for the returning welcome, and our chat at the meeting itself which encouraged my return.
