Dogs Fouling

Coming home from taking my child out today, I found some dog poo outside my front door… not just one bit but quite a few!
The owner obviously couldn’t be bothered to clear it up, how pleasant!
I’m sure they wouldn’t like me to return the favour outside their front door would they?

Then I went out this evening and – upon turning into our road on the corner – found more dog poo… Could be from the same dog I don’t know!

How do these people get prosecuted?
Do you need to catch them in the act?

    Eeewww, that’s very unpleasant :evil:

    Offenders can be prosecuted (assuming of course that there are witnesses to identify the offender(s)).

    The Home Office Crime Reduction website has published Dog Fouling and the Law – A guide for the public which says:

    The penalty for not clearing up dog fouling can be up to £1,000 if taken to court, but there is also provision for a fixed penalty scheme with a fine of £50 in England.

    What can I do about a dog fouling offence?

    To report an offence contact your local authority to find out what the dog control procedures are in your area, and make note of the following details:

    • Name and address of the person in charge of the dog
    • A description of the dog
    • Details of the date, time and location of the offence.

    If the fouling takes place at regular times it may be possible for dog wardens to witness the fouling. In most cases the wardens will warn the offender before taking legal action, which is usually enough to deter further offences.

    For local issues with dogs you should contact the Streetcare Team on 396396.
    I’m not certain that includes issues of dogs fouling but I would suggest that it’s the best place to start.

    Hi,

    I’ve mentioned it before, I am a dog owner, and amongst other things I get really annoyed by people not cleaning up after their dogs.

    I was once walking back from Tesco with my dog, when there was a woman with three kids in tow. One of them, a lad of about 10 had a Jack Russell on a lead. It had a poo on the grass behind the Chinese/Betting shop opposite Dominoes. The parent didnt even bat an eyelid even though this was happening in front of her. So as she was walking away, I offered her a poo bag to pick up the poo. The response to my offer was “Get a Fu**ing life, if you are that bothered about it, pick it up yourself”.

    Retrospectively, I should have picked it up, followed her, and posted it through her letterbox!

    Anyway, I have started to carry my camera around with me, for both dog fouling and the ‘Moped menace” who always carries a passenger without a helmet.

    Dog Fouling – Thatcham Avenue

    Hi.
    Does anyone know if there will be any signs regarding dog fouling as on the open space area along Thatcham Ave’ where the foot path heads towards the school?
    Seems to be a case of let your dog do its business have a quick look around and walk briskly away!

    Only this morning a female let her dog loose to do it’s business, then – a couple of hours later – I saw a small girl walk into it looking upset and trying to clean her shoes. I think it is disgusting. If you have an animal then you should expect to clean up after it. Having said that I had some on my lawn! They seem to for-get that there are properties overlooking the area.

    Every night around 10:30 a man comes with his little black dog, walks round and round in front of the two houses a little further down until the dog has been and then goes back up Thatcham Ave. I guess he does not want the mess in his garden!

    I moved your post here… As you can see it’s not the first incident of this kind in Kingsway :(

    So far as I know, there are no plans for any signs (this side of adoption by the Council).

    The fact that it’s illegal makes signs a little “pointless” in a way (although sometimes it seems like some people need to be given instructions on how to just be human) :lol:

    Dog-litter bins have been installed near both parks. In a recent discussion, I was told that they cost quite a bit to monitor/empty.

    You’re right though… there’s a lot of open spaces around the Village and we do need to provide bins elsewhere, or folks will let their dogs foul the area.

    You’ll see (above) details of how to deal with the situation: If you can get names/addresses, pictures or even just descriptions / dates and times etc you could contact The Streetcare Team (a division of Gloucester City Council) on 01452-396396.
    On their website under Dog Warden Service they say:

    Gloucester City Council enforces dog fouling byelaws under which a person in charge of a dog can be heavily fined for allowing dogs to foul in a public place. The Dogs (Fouling of Land) Act 1996 applies to streets, parks and open spaces. An offence is committed if a person in charge of a dog fails to clean up its faeces. It is no defence to claim ignorance of the dog’s actions, the law, or not to have a device available to remove the faeces. This could result in a prosecution and fine of up to £1,000 (level 3).

    We advise and enforce the dog fouling legislation in streets, parks and open spaces. A fixed penalty notice will be issued where a person allows a dog to foul and fails to remove the faeces from the land.

    If you wish to make a complaint about dog fouling it would help us if you could provide details of the dog owner and their address.

    I would like to mention that this seems to be on the increase in the football park as the grass is getting longer. Seems that its less obvious in longer grass – so there’s another reason for it’s maintenance.

    I used to take my son to play on the park, but now I just avoid it completely. It’s such a shame in this nice weather as well, open fields in the summer are an important part of childhood!

    I couldn’t agree more. It’s a particular shame that they didn’t get it cut in time for the summer holidays :(

    I can’t wait for the Council to take control (‘though sadly that’s going to be too late for "today’s children" I think) :(

    I guess the maintenance will probably improve once the housing market picks up again and the QUVL has a good reason to get things looking tidy :evil:

    Hmmm… perhaps then we should take the matter into our own hands. Gather together with an army of lawnmowers and we’ll be done in no time. I’m sure there are a lot of things we could improve here ourselves at very little or no cost – just a little bit of invested time on a sunday or something.

    Hang on!!
    Why are we being made to mow and clean up our own fields?

    I understand the reasons for not providing any more of the facilities that were promised until things pick up but we are talking about amenities that are already here.

    Why aren’t they being maintained?

    It’s bad enough that some areas still have to put up with broken pavements, shoddy roads and unlit street lights but why should be forced to use fields and green areas further away?

    Does this mean that as the field is not Council asset yet, I can go and build a house on it and no-one will do anything about it?

    It is being maintained… just not as regularly as we might like!

    Of course Franco wasn’t suggesting that we take over the maintenance for free, just that – for our own good – we might want to do it sooner rather than wait for them to “get ’round to it”.

    Can someone please remind me what we pay the percentage of council tax to “Quedgeley Parish Council” for please?
    If Quedgeley Parish Council or Gloucester City Council come to think of it do nothing other than empty our bins then can we refuse to pay them?
    Now there is a debate for you all :lol:

    On a more serious note though (not that I was joking about the council tax), should Quedgeley Parish Council not help out with play park and field maintance :?:

    I opened my front door this evening to find about 8 ‘doggy deposits’ on the path outside. I then noticed some very guilty looking children (they were only about 8-10 years old) walking their dog on the other side of the road. My husband cleared up the mess to avoid it being spread everywhere, whilst I was ranting to myself about irresponsible parents, sending the kids out to walk the dog but not teaching them to clear up after it.
    I had decided to add to the blog on here to share our messy experience but am glad to say that I am not reporting bad things.
    Just as my husband had cleared up the mess, the children returned, armed with bags to clear up after their dog. They realised my husband had done it for them, but instead of just going back home, they approached my husband with sincere apologies for the mess their dog left. They were clearly embarrased that their dog had needed the call of nature right outside our gate.
    So my blog now consists of the following 3 points…
    1) I feel awful for instantly presuming what I did :oops:
    2) There are some responsible dog owners out there – including these children who I’m sure will remember their poop bags on the next walk
    3) The local kids aren’t as bad as some people think – in fact they were incredibly polite.

    Thank you to those children involved if you/your parents are reading this :D

    The park is a joke now – for the dog walkers its getting quite hard to locate the mess to clean up. I shouldn’t really have to check my shoes after I’ve walked across the field.

    I suggest taking your cameras out with you and if you see a culprit leaving it take their photo and publish it!
    I think it is disgusting and yet their garden is probably just lovely!
    I take my dog out and clean it up and often see doggy do do’s about – Makes me wanna be sick : (

    I also take mine out, just saying that its really hard to locate the dog waste now as the grass is too long!

    People have different standards unfortunately.

    The grass is very long now and if you’re not next to your dog it’s not easy to find it!

    Does the CCTV actually work on the field??

    I regularly have deposits by a large dog left on grass adjacent to my house. It infuriates me because there ARE dog bins around and I’m a dog owner who always cleans up after my dog. I don’t understand why some owners don’t care about the area they live in. My young son has nearly stepped in it countless times…
